Bay Terrace is a Staten Island Railway station located on an earthen embankment (primarily of railroad ballast) with a single island platform above local streets for the two-track line. This island platform has entrances at either end. The northern entrance leads up via a staircase directly from the south sidewalk of Justin Avenue between the concrete walls of the railroad bridges that cross over Justin Avenue.
At the southern end the staircase leads down to a pedestrian tunnel through the railroad embankment to two different sections of Bay Terrace. To the southeast Bay Terrace ends at a T-intersection with South Railroad Avenue. To the northwest, the short tunnel entrance is at the Dead End of a different section of the Bay Terrace Street by some apartment complexes.
For passenger amenities each platform has pink small sections of shelter by each platform entrance with glass blocks holding up a canopy structure. In the middle of the platform there is a similar canopy structure with a similar design.
